 SHC01901F0E fails to recognise a developer key.

 * serial number is valid,
 * clock is valid,
 * ''develkey$'' returns length of 0x21c instead of 0x10e, twice the normal
 length, because there is a d1 tag,
 * the signature in the offered key fails to match either signature;
 ''sig$>key$'' returned zero.

 Next step is to try a second developer key.
