 keyboard layout auto detection form /proc/ never be formally supported.

 We've used to pre-install /data/system/input-manager-state.xml in data
 partition to workaround the default keyboard layout setting which may
 cause above problem.

 I will remove /data/system/input-manager-state.xml from data partition
 pre-install, then add keyboard layout auto detection according to /proc
 /device-tree/mfg-data/KL
