New description:

 On an Ubuntu system with Sugar 0.98, the Record-99 activity was started, a
 photograph taken, and the Record activity was then stopped using the
 Frame.

 The process remained on the system, but was not displayed by the Frame.

 The camera privacy indicator remained lit.

 Workaround: kill the Record process or reboot.

Comment:

 Tested on Ubuntu 14.04.2 with Sugar 0.104 and Record-99, with python-
 gst0.10 package.  Stopping using Frame no longer causes the problem.
 Closing ticket.
