 Apparently so.  After reinstalling 13.2.1 and installing the rpmfusion and
 gstreamer packages, mp3 is rendered correctly.  The ticket can be closed.

 The content of http://wiki.laptop.org/go/Fluendo_mp3_decoder is obsolete.
 What about stripping it down to a statement that the Fluendo decoder is no
 longer appropriate and adding a link to
 http://wiki.laptop.org/go/GStreamer#Adding_codecs?  ... Peter E.
