New description:
There is no information for countries and internet services providers at
modem configuration section in sugar settings.
Adding mobile-broadband-provider-info package to custom_packages section
in oob, fix the problem.
mobile-broadband-provider-info shoud be a dependency on sugar-cp-
modemconfiguration.
Also is reported upstream
https://bugzilla.redhat.com/show_bug.cgi?id=1146534, but is fixed on
sugar-0.100 for f20 and sugar-0.102 for fc21.
