 The kernel driver uses an 8-bit command sequence number, with the high
 byte containing BSS number and type, but Open Firmware uses 16-bit in
 accordance with the specification from Marvell.  Repeated RSSI commands
 fail once the sequence number overflows.  This may be the cause of #12209.
