 when sleeping, powerd checks to be sure a wireless association exists
 before enabling wake-on-wlan.  after all, it's pointless to expect packets
 if we're not on a network.

 the check uses the output of iwconfig.  iwconfig, however, may report
 transient unassociated states, which seem to be a natural part of
 automatic reassociation.  the result is that sometimes powerd will fail to
 configure for wake-on-wlan, and the next sleep will be unwakeable.

 checking for wireless association using nmcli to query state from
 NetworkManager seems to be immune from this issue.  fix pending.
