 Tested an autonomous EC reflash from 0.4.09 to 0.4.10 on Q7B37 using the
 same scenario; EC freshly powered up, but it succeeded.  The differences
 in this code path ''reflash-ec'' over ''?reflash-ec-flags'' are:

  * ''edi-open'', vs ''edi-open-active'' followed by ''edi-open'',
  * a verification pass, vs no verification pass,
  * output to host serial port,
  * entire Flash range written, vs only one page written.

 Analysis: these differences may be responsible for the EC flags page not
 being programmed by ''add-tag''.
