 Other possibilities include:

 Inability to communicate between the EC and PU16 (I would think we would
 see error messages, but...)

 Another idea for a repair is to replace the internal VBAT_S DC feedback
 path with an external one (assuming the internal one was damaged by ESD
 ?).   I would suggest trying something like 110K between VBAT_S and
 PU16.8, and 22K between PU16.8 and GND.
