Comment(by Quozl):

 XO-4 Q7B32, Open Firmware, no keystrokes received, device identifies
 itself as a network class device.

 XO-4 13.1.0 with kernel 36da52f, device identifies as HID, no keystrokes
 received, /proc/interrupts show interrupts occur for key events.

 The CLICK input on the device does act as a mouse left button. Confirmed
 using xev as being button 1 down and up events.

 So it seems the regression from 12.1.0 has to do with USB HID devices that
 offer both mouse and keyboard events at the same time.
