 Richard also reports that it seems to be a regression introduced between
 13.2.0 build 2 and build 3.

 I'm having trouble reproducing this. Clean flash of build 7 on two XO-4's,
 updated the kernel to fix the bluetooth crash, modified fscheck to not
 report failure. touch /runin/force && reboot - both still running after an
 hour.
