#12676: Spanish HS Keyboard broken in Linux VT

We have fixed the Spanish HS (mechanical) keyboard issues in X and OFW at
this point (see #12645), but the mappings from the Linux VT are still
unusable. In particular, it is very hard to find a tilde or asterisk
which makes Linux hard to use.

The priority isn't real high, as Linux works fine from the terminal, which
uses the corrected X windows mappings.
