Comment:

 Tested 13.2.0 build 5, XO-1 and XO-4. Scratch and etoys launch and play
 back sound fine.

 Sound recording works fine on XO-1 and works with pop-pop-pop (see #12671)
 on XO-4.

 That seems to meet expectations so I'll close this as fixed.
