 Walter,

 With the new (broken) package, tilde is available as AltGr-4 in Sugar and
 Write.

 Tilde not being mapped to AltGr-4 in VT mode is a huge problem, but it is
 limited to VT mode.
 It is also a problem with the old OLPC rpm for xkeyboard indicated by Paul
 above (which fixes everything in Sugar).
 This is probably a separate bug.
