 more data: reproducing with the game keys is much harder when
 no_console_suspend is set. without n_c_s, i can hang the machine with fast
 repeating game keys within 15 suspend cycles (in a sleep 1 loop, as
 above). with n_c_s, it takes 40 or 50 cycles. repeated on two B1 machines.
 both machines running Q7B25 with EC-4.0.3pgf-300, which is EC c1eee4f (and
 i don't believe it's different from 4.0.3 for the purposes of this test).
 kernel on both is 66ac429 (i.e. os36 kernel) with the minimal putchar
 tracing support enabled in pm-mmp3.c.
