Comment:

 if they are both necessary, and we need to live with the raciness of
 794c9b68, perhaps we can mitigate that by re-enabling the EC rescue
 interrupt (i.e., assert EC_IRQ# if we don't see SOC_SLEEP in a reasonable
 time).  clearly the one second timeout we used before is too short, but if
 it's rarely needed, we could make it quite long.
