 a quick audit says that if we stop processing external (i.e., USB)
 devices, we'll lose two features:
  - grab-key scrolling will no longer work for USB devices -- neither
 enabling the grab-scroll with an external keyboard "super/windows" key,
 nor performing a scroll enabled on the local keyboard by using an external
 mouse or touchpad.
  - keystrokes and button presses on external devices will be passed
 through even when the screen is dark.  we currently suppress pass-through
 of the waking event for all devices.
