 on a system without powerd running, initcall_debug still causes a suspend
 failure, but there's not loop.  i think the loop was a result of powerd
 continually trying to suspend.

 we should try and figure this out.  mysteries aren't good, and
 initcall_debug is useful when it's not intrusive.
