 I forced a runin stop to check this.

 Still seen with 13.1.0 os27/Q7B14/EC 3.0.10 on a SKU 292 (1 GHz/1 GB RAM/8
 GB MMC).

 Changed TS tag from DEVL to SHIP (which forced a second reboot) and the
 Sentelic touchpad   worked.  After this I tried to force runin to run once
 via filesystem flags, suspend 20 times, and then force runin to stop, but
 this did not cause the issue.
