Comment(by dsd):

 Because it uses AI_ADDRCONFIG (via libsoup - Browse and epiphany are also
 affected, if you were to try to connect to localhost there). See
 https://fedoraproject.org/wiki/Networking/NameResolution/ADDRCONFIG for
 why this is a tricky situation. Next cycle we will make the /etc/hosts
 modification necessary to fix localhost resolution in this particular
 case, and to subject us to other oddities of ADDRCONFIG in exchange :)
