 Modern distros like Fedora 18 and Debian Wheezy have an entry for ::1 as
 localhost in /etc/hosts. We currently don't, but should standardise.

 This was a half-cause of #12479.

 However, IPv6-enhancing us in this way might be a bit risky and subject us
 to some strange behaviour as described in
 https://fedoraproject.org/wiki/Networking/NameResolution/ADDRCONFIG - so
 we might want to wait for
 https://fedoraproject.org/wiki/Features/FixNetworkNameResolution to settle
 first, or at least be aware of it.
