is preserved

 If a USB key or other source directory has server.pri & server.pub keys,
 the XS should not log that it has copied the new server.pri into place if
 the import_keys() routine in xs-activation-import decides not to do so.

 Instead import_keys() likely should throw an exception and note that the
 new server key was not copied and the old server key was preserved.

 The Wiki behavior on this (the new server key will not be copied) is
 correct; however the logged behavior on a XS is not.

 Seen on XS-0.7 with xs-activation-0.3.14.gd2a3727-1.el6.noarch
