Comment:

 Lowering priority as we are not planning to ship 1.8v support in the XO-4
 timeframe (instead we will just run those cards at the lower bandwidth
 3.3v rate). A number of hand-modified C1s do exist with this capability
 (and they have been tweaked to report themselves as C2) incase we want to
 investigate further.
