Comment:

 I think the actual behaviour of Browse is the correct one. As this ticket
 says Browse:

  1. the refresh button becomes a stop button
  1. the loading bar appears within the URL bar itself
  1. and the mouse cursor gets a spinner

 The current version show the spinner among the whole window, it's not
 necessary to have the mouse inside the webkit area.

 I'm in doubt about the 2) point. I'm adding manuq in the CC so he can
 decide about this design point of view. I think it's OK as it is.
