#12321: GNOME suspend doesn't power down screen

Changes (by dsd):
* component: not assigned => gnome-desktop
Comment:
* On XO-1.75 in 12.1.0, suspending from GNOME causes the screen to turn
off. The system can be woken with mouse, keyboard, or the power button.
* On XO-1.75 in 13.1.0 build 26, suspending from GNOME works but the
screen is still on (this is confusing). The system can be woken with
mouse, keyboard, or the power button.
* On XO-4 in 13.1.0 build 26, suspending from GNOME works but the screen
is still on (this is confusing). The system can be woken with the power
button, but not with the mouse/keyboard.
So, the fact that the screen doesn't get turned off is a regression. Need
to triage this to see if it is a release blocker. It was previously turned
off by a upower hook that we put in place.
The wakeup method inconsistency is a smaller issue IMO - I think we
shouldn't bother ourselves with it at this time. I also happen to think
that having only the power button as the wakeup source in this situation
is the best thing for the user.
