 After running into [Sugar:4393] I checked Open Firmware on various XOs,
 and realized we never documented a way to use closed/shared WEP access
 points via Open Firmware.

 If the "essid" and "wep" commands are given the settings of a shared WEP
 AP followed by a network using command like "ntp-set-clock", OFW logs that
 the association failed, because OFW tries open association repetitively
 and does not know to try shared authentication.

 Given TKIP and WEP usage is discouraged and in some cases being phased out
 of hardware production, this does not necessarily have to be fixed
 immediately, if at all.

 Seen on XO-1/1.5/4 using firmware found in the latest 13.1.0 builds.
