 I was looking at an XO-4 C1, SKU295, which was trying to go into suspend.
 I had initcall_debug enabled, and it never quite suspended.  It instead
 seems to be in a constant suspend/resume loop, never quite making it down.

 It was running 13.1.0 build 23, and q7b11.

 A console log of many iterations of the loop is attached.
