 Quanta reported to me a higher than expected power draw in suspend and we
 tracked it down to them not having a camera installed.  If the camera is
 not present then although the system appears to go into suspend its not
 all the way down.  The power LED does not go out and the USB power is not
 disabled.  Both indications that the EC is not detecting the SoC in
 suspend.

 Blacklisting the camera drivers in Linux does not duplicate the problem. I
 have not yet tested with Linux without a camera installed.
