 I confirm that d71dede9f07dac90eec8e0389afe7e58295611d7 fixes this (I now
 see an ICMP reply happening to the first packet in the burst of pings that
 I am using to test wake-on-lan).

 But I worry that maybe it introduced a regression, #12573.    (I never saw
 #12573 when testing with a kernel prior to this fix, and I've seen #12573
 four times now.   Regression or random chance?)
