 to answer wmb's questions clearly: During runin, we cannot define a
 meaningful failure condition (at least not without adding bt nodes on the
 runin rack); and as others have mentioned we aren't enabling BT in linux
 as there are number of complications.

 In any case, it makes the most sense to have the bt test to happen during
 final test, where we can ask Quanta to setup a bt device. So a scan that
 fails if no bt devices are found is what we are looking for.

 Later we may improve on it looking for a specific device name and signal
 strength.
