#12735: Wlan test may not run after ntp-set-clock, at least in graphical test run

1. With Q3C16 on a XO-1.5, associate to a WPA-protected AP, and run "ntp-
set-clock".
2. Run "menu" and choose the play button to cycle through the self tests.
3. The Wlan self test will hang without displaying anything when it is
its turn to run. Ideally it should reset the card properly and run.
Simply running "test /wlan" after "ntp-set-clock" does not seem to cause
this.
Power cycling the XO will allow the graphical wlan test to run as
expected.
