 We're starting to want some one-time programmable fuses set on our eMMC
 parts.  But Quanta's been manufacturing them in production without those
 set, so we need a solution for post-production machines.

 OFW should gain a mechanism for testing and setting ext_csd entries at
 boot, and we should work out which indexes we want to control.
