#12213: First touchscreen press should be ignored if backlight dimmed/off

 If the screen backlight is currently dimmed or off due to a powerd
 timeout, we should not pass the touch event that causes the backlight to
 turn back on to user applications.

 Otherwise the touch event may start/stop applications, scroll documents,
 etc. in ways the user was not expecting since they could not see the
 screen.

 How much of this touch event needs to be ignored (if the finger moves,
 etc.), and if additional touch events from a second finger have to be
 ignored until the first disappears needs to be determined.

 Seen in 13.1.0 os7.
