Comment(by wad):

 Double-checked the DC value of VCore, and it was around 1.31V, well above
 the 1.30V recommended by Marvell.   There was significant noise on +3.3V
 and Vcore when the USB power switch was enabled, which was greatly
 improved by doubling the Cin on +3.3V and +5V.   Haven't had a chance to
 retest with the changes.
