 The runin-battery test should not be run if the development, aggressive,
 or extreme suspend timing flag is set.  At the very least it should not
 fail if one of these is enabled.

 Aggressive suspend testing can cause battery test failures that are not
 immediately apparent due to the duty cycle change.
