 Issue details:
 1. Prepared a machine with windows 7 Chinese simplified version.
 2. Set up to this network function with ad-hoc, name "密码13个1"and choose
 WPA encryption, set password  "1111111111111".
 3. Let Laptop connect to the ad-hoc which name is "密码13个1".
