New description:

 1. Switch to GNOME in 13.1.0 os12.
  2. If the network device auto-activates or you manually
 switch/disconnect/connect to networks using the system tray-based Network
 tool, a GNOME notification dialog appears describing the action last
 taken.  However its text is cut off and runs past the right edge of the
 screen, potentially due to our historical GNOME (& related) application
 font size issues.
