 Yesterday I believe I saw this 3 times before doing fs-update to os13.
 Then I booted a couple of times without seeing this failure again.

 Today I tried rebooting just to see if I could reproduce this bug.   First
 boot, no problem.   Second boot, it happened again.  I will attach a
 serial console log that contains both of these boots, one after the other.
 I powered off the failed boot after about about 30 seconds of serial
 console continuous spewage.
