 Tracking upstream bug ticket that has a usability impact on our release:

  "Shift latched and capt-lock state has same icon as no-shift state"

 Issue: With no visual feedback for the shift key, you have to make guesses
 about which of the three possible states it is in. Default state is lower
 case; one press for shift latch where you can type a single upper case
 letter and then it return to lowercase (the shift button doesn't even
 indicate the button down press); two presses for caps-lock, with one more
 press of the shift to return the OSK to the default lower case.
