#12284: 12.1.0 activiation kernel will not boot on Q4D21

 The 12.1.0 activation kernel for XO-1.75 will not boot in simulated secure
 mode on Q4D21 (currently in 13.1.0), but will on Q4D17 (included in 12.1.0
 os21).  The system will just appear to hang after verifying the signature
 of actrd.zip.

 This may affect manufacturing of units with anti-theft enabled if they use
 newer OFW builds.

 The runtime secure kernel (for if a lease is present or not required)
 boots properly with Q4D21, as well as the insecure kernel.

 The error message seen is an early ARM kernel boot failure:
