 1.75 hardware has the ability to leave power enabled to USB during
 suspend.   the EC controls this power, and currently there is no way for
 the host to override.

 so:
   - EC needs to export control of this to the host
   - the host (powerd?) needs to start controlling the feature.
   - the kernel needs to know that power is being maintained, and act
 accordingly.  i believe USB devices are currently reset on resume, since
 it's assumed their power has been lost.
