#11866: Further update libertas mesh for cfg80211

The upstream kernel has a partial move of the libertas mesh device from
 wext to cfg80211.

This works, but not well enough for NetworkManager to use it:
 http://mail.gnome.org/archives/networkmanager-list/2012-May/msg00072.html

I think what is needed is:
  * mesh device needs to tell cfg80211 that it's always connected
  * mesh device needs to always return 1 fake scan result, which is the
 mesh its connected to
  * NM needs patching to support the mesh methods (see attached patch for a
 start)

For now we have a NM-level workaround.
