 Ctrl-Z can't be typed into a shell, because it is ignored.

 os9 12.1.0

 Test case: type Ctrl-V then type Ctrl-Z. On a normal shell, this works
 fine, a ^Z is echoed.

 Test case: type "sleep 60" then enter, then use Ctrl-Z to stop the
 process.
