#11831: olpc-configure and Fedora both seem to restore audio levels

 olpc-configure (on platforms prior to XO-1.75, although perhaps it should
 for XO-1.75) and Fedora both seem to have routines to restore audio levels
 that systemd runs about the same time.

 olpc-configure tries to use hardcoded values; Fedora presumably values
 saved from the last shutdown.

 We should eliminate this race and only run one or the other.

 Seen in 12.1.0 os9.
