Comment:

 This behaviour is expected, and is due to configuration setting
 /etc/init/prefdm.conf "respawn limit 3 120".

 In particular, if you restart Sugar, or restart GNOME, more than three
 times in two minutes, then the system will cease trying to restart
 automatically.

 The workaround is to power cycle the unit.

 Closing as wontfix.
