 The XS 0.8 installer {or first boot} setups network interfaces by default
 with NM_CONTROLLED="yes", ONBOOT="no" prior to the time xs-setup-network
 is run.

 But the default XS install does not seem to include NetworkManager.

 This looks a lot like https://bugzilla.redhat.com/show_bug.cgi?id=468028

 But given the installer does not prompt for IP address information to
 bring up the interfaces at first boot, this may be tolerable.
