 olpc-update-query does not account for missing timestamp files telling it
 when it last ran & last ran successfully.  These are used to calculate the
 probability of said program contacting the OATS & XS servers when the "--
 auto" parameter (found in both the cron and NetworkManager jobs) is used.

 If the update-attempt file is not found, olpc-update-query presumes it was
 last run 15 minutes ago.  If the update-query file is not found, it is
 presumed that the last attempt was successful.

 Something needs to ensure that these files are present and usable.
