#11978: XO-1.5 doesn't always wake up on RTC

 In #11867 we identified that the XO-1.5 RTC wakeup is not 100% reliable.
 The system sometimes stays asleep without waking up.

 Test case: modify runin so that it exclusively uses rtcwake, without also
 programming the EC wakeup. Then run it in aggressive mode. It should hang
 within 24 hours.

 This ticket is for finding the root cause and fixing it.
