 I tried to reproduce this by modifying /runin/runin-camera on 2 machines,
 adding a "/sbin/reboot" call right at the top. This makes runin reboot
 almost immediately.

 I ran this on two machines for a few hours. One rebooted 221 times, the
 other 205 times. Didn't reproduce, so apparently it's not quite so simple.

 Would be interesting to see systemd debug logs from the failed case. To
 get them, boot with "systemd.log_level=debug systemd.log_target=kmsg
 debug" - James, can you help?
