Comment:

 What happens here is that the activation initramfs sees the new net device
 and uses our udev rules to correctly set eth0. But then during boot, all
 devices are presented once again as new, and the rules get confused being
 run for a second time.

 Changed the logic in olpc-utils f81e889 to account for this.
